Ideally, State division/ or Merger should have broader interests and scope -

For instance,
State Division - To grant Fair share and maintain Parity among all people.

State Merger - To flourish on Cultural and Language similarities and friendlyness between people of different regions. If these traits are recognized in two different regions, then it should a good contender for Merger, which makes the people to be more closer, harmonious and productive.
