yes you can sign up for any airline frequent fly program.
there are different networks. us air and united comes under star aliance network. if you sing uo for us air dividend miles program you can use that number in united airlines also to accumulate miles. Delta, American airlines, south west ivanni seperate airlines. better go with star alliance flights. you can use the miles to book tickets to india

you can book in any travel website like orbitz, priceline etc later you can update the reservation with you frequent flyer number online or at the counter.

if you want more miles, you can apply credit card of the airlines and usually they offer 1 mile per 1 dollar you spent on regular items and 2 miles per 1 dollar on the specific airline purchases
