If that situation happens,it will be easy and smooth for center to divide state easilyas it will impose president rule for 6 months and pass the bill in parliament (and it does not have to formally pass resolution in assembly as the assembly will be suspension) and lift president rule once two state assemblies are constituted .The congress will continue to be in government is two states or atleast in one state,in worst case

The losers will be seemandhra politicians/people as they lose voice to raise their demands and wishes for seemandhra state
