THURSDAY, 17 JANUARY 2013 00:14 J GOPIKRISHNAN | NEW DELHI HITS: 152
A big setback awaits the Telangana protagonists with the Centre planning to offer them the candyfloss of a Development Council in place of a separate State. Sources said, in a bid to pacify the two other disturbed regions, Seemandhra and Rayalaseema, the Centre is expected to offer special economic packages for them. These announcements could come about by Janaury end.
According to sources, the decision to reject the demand for a separate State was taken at the Congress Core Committee meeting in the first week of Janaury. The meeting was also attended by AICC’s Andhra Pradesh in charge Gulam Nabi Azad and Observer Vayalar Ravi.
After an all-party meeting in Delhi on December 28, Home Minister Sushilkumar Shinde had sought one month time to finalise the Government stand on the creation of Telangana.
The Congress leadership was forced to put the demand for a separate State on the back burner after several Ministers, MLAs and MPs from Seemandhra and Rayalaseema threatened to resign.
With the deadline for Centre’s decision on Telangana approaching fast, the war of words between leaders of Andhra-Rayalaseema and Telangana regions has escalated.
While Andhra-Rayalaseema leaders are brushing aside their Telangana counterparts’ claims on “signals” of formation of a new State as “mere speculation,” the latter avers that the former are in a state of “desperation” as Telangana State would become a reality soon.
In view of this, Congress leaders, including ministers, MPs and legislators, from Andhra-Rayalaseema will meet in Hyderabad on Thursday to chalk out their course of action amid threats by Telangana protagonists not to let the meeting happen.
The Telangana Rashtra Samiti (TRS) sees a conspiracy by “Seemaandhra forces” to thwart creation of Telangana State at a time when the Centre appeared to be favourably-inclined towards it.
TRS leader T Harish Rao slammed the Andhra-Rayalaseema leaders and alleged that the Chief Minister was encouraging them. State Panchayat Raj Minister K Jana Reddy and Telangana Joint Action Committee (JAC) representatives met at former Congress MP K Keshava Rao’s residence in Hyderabad on Wednesday afternoon and demanded that the Andhra-Rayalaseema leaders cancel their proposed meeting. The JAC leaders also announced that they would accept nothing less than a Telangana state with Hyderabad as capital.
In Vijayawada, Union Minister MM Pallam Raju sought to debunk some Telangana ministers’ claim over the last few days that they received signals from the Centre on formation of a new State. “It’s mere speculation,” he remarked.

Final decision on Telangana unlikely by month-end

NEW DELHI, January 18, 2013

Will the Centre agree to create a separate state of Telangana or not? This is the question on top of every one’s mind as the January 28 deadline set by Union Home Minister Sushilkumar Shinde approaches.
Indications available here suggest that it would not be a clear yes or no. According to political leaders and officers in the know of things, the Centre is likely to unveil a road map for considering the demand.
Some of the key elements in the contemplated road map include an official committee to suggest measures for earmarking revenue divisions, water sharing and the demand for making Hyderabad the common capital of both Seemandhra and Telangana for some time.
Congress secretary and person in charge of party affairs of Goa P. Sudhakar Reddy, who is from Telangana, was confident that it was a matter of time before the formation of the new state, with Hyderabad being its integral part.
Though Congress president Sonia Gandhi, Prime Minister Manmohan Singh and seniors in the government and the Congress are deeply involved in the discussion on Telangana, they do not want to disturb the current peaceful atmosphere prevailing in Andhra Pradesh by announcing anything concrete like the government did in 2009.
