Rahul Gandhi’s real test is in Andhra Pradesh

Let me begin with a story from the badlands of the Rayalaseema region of Andhra Pradesh.

On May 23, 1998 in an incident typical of the ‘bomb culture’ that famously came to be associated with the Kadapa District, YS Raja Reddy, the father of former AP Chief Minister YS Rajashekhar Reddy, was killed in a bomb attack by his political rivals. The attack was followed up by multiple reprisal incidents — hacking down of the alleged murderers of Raja Reddy (one such murder happened on the very same day). The bloody factional feuds between the political families of the Rayalaseema region across both Congress and the Telugu Desam have a long history. It was captured most dramatically in recent times by noted filmmaker Ram Gopal Verma in the movie Rakta Charitra chronicling the life story of another famous political murder and murderer – Paritala Ravi. As is typical of the factional feuds of the Rayalaseema region, we see paths crossing between these two famous political murders with, most recently, a YS Jagan associate being jailed in the Paritala Ravi murder case.

There are two lessons that one needs to take away from the feudal political culture patronised by the Congress in Andhra Pradesh that are pertinent as media talking heads gush away over Rahul Gandhi’s so called ‘Obama moment’.

First it is important to point out that any serious political analyst worth his salt has to recognise that Rahul Gandhi’s real test lies in the Congress’s political mainstay Andhra Pradesh and not in a scripted speech delivered to the loyal at a managed event in Jaipur. It is pertinent here to note that since the VP Singh-led National Front denied the Rajiv Gandhi-led Congress a second term in 1989, Congress has never managed to rule in Delhi without winning a plurality of seats in Andhra Pradesh including also winning in the State Assembly. Andhra Pradesh was foundational to both the 2004 and 2009 wins of the Congress-led UPA with AP sending the highest number of Congress MPs to Delhi.

The harsh reality for Rahul Gandhi in 2013 is that Andhra Pradesh is a mess, thanks to the collective blundering of the UPA’s leadership Sonia Gandhi downwards. So bad is the mess in Andhra that neither Rahul Gandhi nor Sonia Gandhi have dared to step into the State with the highest number of Congress MPs since the Telangana fiasco blew up in their face and YS Jagan’s rebellion became a thorn in the side.

For all the spin in New Delhi’s TV studios over a so called ‘Obama moment’ there is no escaping the fact that the Congress’s path to power for a third term in Delhi has to go through the mess in Andhra where a certain political disaster awaits. In recent days we have been fed a fantasy political scenario on how Congress will wrest its way back in Andhra by merging with the TRS and forcing a rapprochement on YS Jagan who has been in Jail for many months now pending trial and without bail. Those who scripted this fantasy political scenario have perhaps forgotten that in the badlands of Rayalaseema they don’t exactly forget or forgive. They not only carry political grudges to the grave but sometimes over generations.

After having been boxed in a jail under the most humiliating of political conditions while his sister and widowed mother had to hit the streets to secure his political interests, to think that YS Jagan is dying to make up with the Congress and facilitate Rahul Gandhi’s political rise is not just utterly naïve but also completely ignorant of the political culture to which YS Jagan’s owes his origins.

The political challenge posed by YS Jagan to Congress in Andhra Pradesh is also a jarring reminder of the past 9 years and of the kind of politics Sonia Gandhi depended on to script the UPA’s wins in both 2004 and 2009.

It will not be long before Rahul Gandhi’s so-called ‘Obama moment’ turns into a nightmare. For not only does he have to face the YS Jagan political challenge head on in unfamiliar political terrain, he also has to account for the UPA’s politics of the past nine years. All the spin in New Delhi’s television studios offer no exit from this harsh reality.

Rahul Gandhi’s Jaipur speech after his ascendancy to the vice presidency of the Congress may have gushed up the chattering but non-voting classes in Delhi’s seven Lok Sabha seats. The rest of India however is a different ball game. In some of those badlands patronised by the Congress, they neither forget nor forgive that easily.
