హైదరాబాద్ నడిబొడ్డున, పంజగుట్టలో 650 గజాల స్థలంలో ఓ పెద్ద భవనం. దానిని చంద్రబాబు తన భార్య భువనేశ్వరి పేరిట చూపిస్తూ రూ.73.33 లక్షలను విలువగా పేర్కొన్నారు. మరోవైపు దానిపైనే విజయ బ్యాంకులో రూ.3.46 కోట్ల అప్పున్నట్టు చూపించారు. అంత తక్కువ విలువున్న భూమికి బ్యాంకు దాదాపు ఐదు రెట్లు అధికంగా అప్పెలా ఇచ్చింది? అంటే… బాబు తన ఆస్తి విలువను తక్కువగానైనా చెప్పి ఉండాలి. లేదా బ్యాంకునైనా మోసం చేసి ఉండాలి… నిజానికి 2009 ఎన్నికల సందర్భంగా ఇదే ఆస్తికి బాబు స్వయంగా కట్టిన విలువే రూ.5.69 కోట్లు. నిజానికి ఇప్పుడు దాని అసలు మార్కెట్ విలువ ఎంతలేదన్నా రూ.10 కోట్ల పైమాటే!
మరో ఉదాహరణ: తమిళనాడులోని శ్రీపెరంబుదూరు మండలం చెన్నారుకుప్పంలో భువనేశ్వరి పేరిట ఉన్న 50 వేల చదరపు అడుగుల గోదాముల విలువను కేవలం రూ.1.86 కోట్లుగా చూపించారు. కానీ దానిపేరిట యూకో బ్యాంకులో తీసుకున్న అప్పునేమో రూ.5.39 కోట్లుగా పేర్కొన్నారు. 2009 ఎన్నికల అఫిడవిట్‌లో పేర్కొన్న విలువేమో రూ.10.49 కోట్లు!
ఇంకో ఉదాహరణ: తొమ్మిదో నంబరు జాతీయ రహదారి పక్కనే, హైదరాబాద్‌లోని అత్యంత విలువైన మదీనగూడలో భువనేశ్వరి పేరిట ఉన్న అయిదెకరాల భూమి విలువ రూ.73.8 లక్షలని చంద్రబాబు ఇప్పుడు చెబుతున్నారు. దీనిపై బ్యాంక్ ఆఫ్ బరోడాలో తీసుకున్న అప్పునేమో రూ.2.98 కోట్లుగా చూపించారు. 2009 ఎన్నికల అఫిడవిట్‌లో తనే పేర్కొన్నది కేవలం రూ.9 కోట్లు. నిజానికి దాని ప్రస్తుత విలువ హీన పక్షం రూ.40-50 కోట్ల పైమాటే!
హైదరాబాద్‌లో అత్యంత సంపన్నులు నివసించే జూబ్లీహిల్స్ రోడ్ నంబరు 65లో 1,125 గజాల్లో నిర్మించుకున్న ఇంటి విలువ రూ.23.3 లక్షలని చంద్రబాబు ఇప్పుడు చెబుతున్నారు. కానీ ఇదే ఆస్తి విలువను ఆయన 2009 ఎన్నికల అఫిడవిట్లో రూ.8.89 కోట్లుగా చూపించారు. ఉద్దేశపూర్వకంగా తన ఆస్తుల అసలు విలువను అత్యంత తక్కువ స్థాయిలో చూపించి, అదే సమయంలో అప్పుల్ని భారీగా చూపిస్తూ.. అంతిమంగా తనకు పెద్దగా ఆస్తులేమీ చెప్పుకోవటానికి బాబు పడరాని పాట్లన్నీ పడినట్లు ఈ ఉదాహరణలన్నీ ఎలుగెత్తి మరీ చాటుతున్నాయి. ఇవే కాదు; ఆస్తుల ప్రకటనలో చంద్రబాబు ప్రదర్శించిన మాయాజాలాన్ని ఇంకా చాలా ఉదాహరణలు స్పష్టం చేస్తున్నాయి.
అసలు కథ చెప్పలేదేం…?
1986 మార్చిలో చంద్రబాబు, సోదరుడు, తండ్రి ఉమ్మడి ఆస్తి 77.4 ఎకరాలని ఆ కుటుంబం వెల్లడించింది. ఐతే 1978కన్నా ముందు బాబు తండ్రి ఖర్జూరనాయుడు ఆస్తి కేవలం అరెకరం. తల్లి అమ్మణ్ణమ్మకు పసుపుకుంకుమగా వచ్చిన ఆస్తి రెండున్నర ఎకరాలు. మరి అది ఎనిమిదేళ్లలో 77.4 ఎకరాలకు ఎలా పెరిగింది? విష్ణుప్రియ హోటల్ నిర్మాణానికి, భువనేశ్వరి కార్బయిడ్స్ స్థాపనకు కావాల్సిన పెట్టుబడి ఎలా వచ్చింది? 1978లో ఎమ్మెల్యేగా ఎన్నికవడం, మంత్రివర్గంలో స్థానం లభించడం, అనంతరం ఎన్టీఆర్ కూతురిని వివాహమాడటం తప్ప బాబు చేసిన వేరే వ్యాపారాలేమీ లేవు. మరి అలాంటప్పుడు అంత ఆస్తి ఎలా సమకూరిందో చెప్పాలి కదా? తనకు వేరే ఎలాంటి వ్యాపార వ్యాపకాలు లేవని 1992-93 ప్రాంతంలో హెరిటేజ్ కోసం కంపెనీల రిజిస్ట్రార్‌కు, తన వార్షికాదాయం కేవలం రూ.36 వేలు మాత్రమేనని అంతకుముందు కర్షకపరిషత్ వివాదం వచ్చినప్పుడు కోర్టులో బాబు చెప్పిన తీరును పరిగణనలోకి తీసుకుంటే… 77 ఎకరాలను ఎలా సమకూర్చుకున్నారో ఆయనెందుకు చెప్పడం లేదు? 1992-93లోనే ఆ కుటుంబం హెరిటేజ్‌లో దాదాపు రూ.76 లక్షల్ని పెట్టుబడిగా ఎలా పెట్టగలిగింది? తాను కేవలం రూ.26 లక్షలే పెట్టుబడిగా పెట్టానని బాబు ఈ రోజు చెబుతున్నారు కానీ అప్పట్లో ఆయనకు స్థాపన భాగస్వాములుగా ఉన్నవారు మాత్రం దాన్ని రూ.76 లక్షలుగా చెబుతున్నారు. ఏది నిజమో, ఆ డబ్బెక్కడిదో చెప్పకుండా బాబు ఎందుకు దాచిపెడుతున్నారు?
అంత ఆస్తి ఆమెకెక్కడిది?
చంద్రబాబు కాలేజీ విద్యార్థిగా ఉన్నప్పుడు రెండు గేదెల పాడితో, రెండున్నరెకరాల భూమిపై వచ్చే అరకొర ఆదాయంతో ఆయన తల్లి అమ్మణ్ణమ్మ ఆ కుటుంబాన్ని చక్కదిద్దేవారు. ఆమె పేరిట తరువాత కూడా ఎలాంటి వ్యాపారాలు లేవు. మరి అలాంటప్పుడు హైదరాబాద్‌లోని మియాపూర్, కొండాపూర్ సమీపంలోని మదీనగూడలో ఆమె ఐదెకరాల స్థలాన్ని (సర్వే నంబర్ 51/ఏ) ఎలా కొనుగోలు చేయగలిగారు? మనవడు లోకేశ్‌కు ఆమె 2001లో కానుకగా ఇచ్చిన స్థలమది. ఐతే దానిపక్కనే ఉన్న (సర్వే నంబర్ 51) మరో ఐదెకరాల్ని భువనేశ్వరి కొనుగోలు చేసినట్టు బాబు ఆస్తుల ప్రకటన వెల్లడిస్తోంది. అదీ… కేవలం రూ.73 లక్షలకు మాత్రమే! దాని అసలు విలువను పక్కన పెడితే… అసలా భూమి ఎవరిది? తనకు వ్యవసాయమంటే చాలా ఇష్టమనీ, అందుకే అత్యంత విలువైన మాదాపూర్‌లో 3 ఎకరాల స్థలాన్ని వ్యవసాయం కోసం కొన్నాననీ బాబు చెప్పడం కేవలం జనం కళ్లకు గంతలు కట్టడం గాక మరేమిటి? అలాగే… దాన్ని అమ్మేసి వేరే చోట స్థలం కొనుగోలు చేశానని చెబుతున్న బాబు అలా కొన్న భూమి ఎక్కడుందో, దాని విలువెంతో ఆస్తుల ప్రకటనలో ఎందుకు వెల్లడించలేదో…? అమ్మణ్ణమ్మ 2000 సెప్టెంబర్లో జూబ్లీహిల్స్‌లో అతి విలువైన 1,135 చదరపు గజాల స్థలాన్ని ఏకంగా రూ.40 లక్షలకు కొనుగోలు చేశారు. 2001 డిసెంబర్లో దాన్ని లోకేశ్‌కు బహుమతిగా ఇచ్చేశారు. ఇంత డబ్బు ఆమెకెక్కడిది?
ప్రభుత్వ భూమినీ అమ్మేసుకున్నారా?
వ్యవసాయం మీద మక్కువతోనే నెల్లూరు జిల్లా బాలాయపల్లిలో భూములు కొన్నానని చెబుతున్న బాబు తను సీఎం హోదాలో ఉన్నప్పుడు కూడా అక్కడికి వెళ్లొచ్చాననీ, తన భార్య భువనేశ్వరి చాలాసార్లు అక్కడికి వెళ్లేవారని వెల్లడించారు. తర్వాత ఆ భూమిని చౌకధరలకు బంధువులకు అమ్మేశాననీ చెప్పారు. బాబు వ్యవసాయ క్షేత్రంలో 14 ఎకరాల ప్రభుత్వ భూమి ఉన్నట్లు అధికారులే ధ్రువీకరిస్తున్నారు. అంటే… సీఎం హోదాలో ఉన్నప్పుడు సైతం ప్రభుత్వ భూమిని కబ్జా చేశానని, తర్వాతి కాలంలో దాన్ని బంధుగణానికి కట్టబెట్టానని బాబే నేరాంగీకార ప్రకటన చేస్తున్నట్టేనా? దీన్నెలా సమర్థించుకోగలరు? ఇప్పటికీ అక్కడ 320 ఎకరాల చుట్టూ ఫెన్సింగ్‌తో పకడ్బందీ రక్షణ ఏర్పాట్లు ఎందుకో? నిజంగా ఆ వ్యవసాయ క్షేత్రం అసలు యజమాని ఎవరో చెప్పాల్సింది బాబే కదా?
తను అడ్డగోలుగా పొందిన టాక్స్ డిఫర్‌మెంట్ వెసులుబాటును కాంగ్రెస్ ప్రభుత్వం ‘తిరిగి చెల్లించే’ పద్ధతిలో తనకిచ్చిందని బాబు ఇప్పుడు బొంకుతున్నారు. కానీ నిజానికి బాబు తన హయాంలోనే, తనకు తానే ఆ వెసులుబాటు కల్పించుకుని బాగా లబ్ధి పొందిన వైనాన్ని గతంలోనే ‘సాక్షి’ వెల్లడించిన సంగతి తెలిసిందే.
హైదరాబాద్ నడిబొడ్డున ఉన్న ఎన్టీఆర్ ట్రస్టు భవన్ పేరుకు తెలుగుదేశం ఆస్తిగా ఆ పార్టీ కార్యకర్తలకూ చంద్రబాబు అబద్ధాలు చెబుతున్నారు. నిజానికి ఈ ట్రస్టులో ఉన్నది ఆయన, ఆయన సతీమణి, ఆయన కుటుంబ ఆడిటర్ మాత్రమే. కాబట్టి దాన్ని కూడా ఆయన కుటుంబానికి సంబంధించిన ఒక స్థిరాస్తిలా ఎందుకు పరిగణించకూడదు? పైగా భవన నిర్మాణానికి నిధులిచ్చిన మోతుబరులెవరో, ఏ ప్రయోజనం పొంది ఆ భవనాన్ని నిర్మించి ఇచ్చారో కూడా బాబు చెప్పడం లేదు.
2004 నుంచి 2009 ఎన్నికల వరకు బాబు దాఖలు చేసిన ఎన్నికల అఫిడవిట్లను పరిశీలిస్తే ఆయన, ఆయన భార్య ఆస్తి కలిపి రూ.21 కోట్ల నుంచి రూ.41.19 కోట్లకు పెరిగినట్టు తేలుతుంది. తాజాగా ప్రకటించిన ఆస్తుల ప్రకారం వాటి విలువ రూ.28 కోట్లలోపే! హెరిటేజ్ సహా వచ్చి పడుతున్న ఆదాయమంతా ఏమైపోయింది? ఈ ఒక్క నిజం చాలు.. బాబు ఆస్తుల ప్రకటన ఎంత బోగస్సో చెప్పటానికి!
శుక్రవారం బాబు విలేకరులతో మాట్లాడుతూ… ‘నా ఆస్తి రూ.2 వేల కోట్లని రోజూ చెబుతున్నారు. అదిప్పుడు రూ.20 వేల కోట్లు అయి ఉంటుంది కాబట్టి, రూ.1,000 కోట్లిస్తే నా ఆస్తి రాసిస్తానని ఓ సామెతగా చెప్పాను…’ అని వివరణ ఇచ్చుకున్నారు. తద్వారా అన్యాపదేశంగానే దేశవ్యాప్తంగా తనకున్న ఆస్తులపై మనసులో ఉన్న ఉజ్జాయింపు అంచ నా విలువను ఆయనే స్వయంగా వెల్లడించినట్లుంది!!

It's just not Andhra Pradesh that's milking honey out of liberalisation, as its chief minister would like the rest of the world to believe. Going by tehelka.com, so is Mr N Chandrababu Naidu himself, with a brand value of $5 billion and a net worth of Rs 2,000 crore.
Describing him as the richest politician in India, the website says Mr Naidu has business interests spreading from Bangalore to Singapore. The latest addition to his growing empire is the Global Trust Bank which recently merged with UTI Bank.
After the merger, the government has declared the GTB-UTI Bank as a government bank with all the attendant benefits that accrue to such an enterprise. As a result, the State Bank of Hyderabad, the government's revenue collection centre since its inception, has now been left high and dry.
On Mr Naidu's proposed ventures, the website says, recently he bought about 100 acres near a coastal village at Gopalpur, Orissa, where he plans to set up a nursery of synthetic pearls with technology from a Central institute based at Visakhapatnam.
He also has nearly 45 acres on Hosur Road near Bangalore which is planned for his corporate office and another unit of Heritage, his family venture. He also has plans to set up a fruit pulp factory near Bangalore.
Tehelka reports that Global Trust chairman Mr Ramesh Gelli is one of Mr Naidu's trusted financial dealers. Not only had the bank lent huge advances to the TDP for elections, it had also helped out the state government on several overdrafts.
The site quotes an internal RBI memo of October 2000 stating that GTB is one of the regular repo bonders which have been vouching for the Andhra Pradesh government. The GTB had vouched nearly Rs 35 crore, 42 crore and 74 crore on three occasions for periods less than a week against overdraft payments of the government, the site says.
Mr Naidu in turn has allotted land to Mr Gelli that was slated to set up an insurance regulatory authority. He has also given him a five-acre plot near the Hi-Tec City for a software unit.
Tehelka charts the laptop CM's various business ventures in the 80s such as Bhuvaneshwari Carbides (named after his wife) and Hotel Vishnupriya at Tirupati, which failed.
But between 1989 and 1994, he promoted his personal enterprise in a big way. Mr Naidu built a palatial house in Jubilee Hills at a cost of nearly Rs 50 lakh and raised a 300-acre orchard at Ballayapalli, Nellore. The land he bought at Rs 8,000 per acre is today worth almost Rs 300,000 per acre now, reports tehelka.
The chief minister's other major enterprise is at Kuppam, his home constituency, where he promoted Heritage with machinery bought from Holland. Heritage supplies nearly 25,000 litres of milk to Bangalore every day. He has set up another unit at Nakrekal near Hyderabad that provides 15,000 litres to the city.
His other enterprise at Kuppam is a joint farming venture spread over nearly 2,000 acres (most of which belongs to Mr Naidu) with Israeli technical support, including lining reservoir beds with polythene sheets to contain evaporation. He declared his assets in early 1995 as Rs 75 lakh and that of his wife as Rs 3 crore, apart from some real estate plots near the Hi-Tec City. He also has flats in Mumbai, Chennai and Ooty, according to tehelka.
The site says the Desam parliamentary party leader, Mr K Yerran Naidu, and another MP, Mr S Venugopalachari, while in the United Front government made bumper deals for Mr Naidu. It also says that to further his IT interests, Mr Naidu has bought 120 acres in the Hi-Tec City area.
He is also said to have some interests in the construction of a shopping mall in Malaysia and a hotel in Singapore.

Suddenly, exports are zooming and so are profits. For three months ended March 2007, it earned a net profit of Rs455 lakh. Hyderabad, Sept 19 (PTI) Coming to the rescue of his tainted cabinet colleague P Ramasubba Reddy, against whom the state High Court had passed strictures, Andhra Pradesh Chief Minister, N Chandrababu Naidu on Friday defended his continuance despite facing charges in a murder case.

"There is no reason to remove him (Reddy). The High Court had only made passing remarks about his continuance in the cabinet and they are not legally binding on us," Naidu said here.

The court had on Wednesday last expressed dismay over continuance of Reddy, who holds Housing portfolio, in the cabinet in view of the charges against him in a twin murder case.

The Yeleru reservoir project scam mirrors Chandrababu Naidus reneging on an action plan to weed out and eradicate corruption, writes STANLEY THEODORE WHILE savouring his first year of a return to power in October 2000, Andhra Pradesh chief minister N Chandrababu Naidu said his government would focus on tackling corruption. He candidly admitted his five-year-old government had done nothing much to weed out and eradicate the menace. He asked chief secretary PV Rao and director of the Marri Channa Reddy Institute of Human Resource Development PVRK Prasad to chalk out a meeting with ministers and officials to evolve an action plan to this effect.
Four weeks later, on 1 December, he convened a high-level meeting to contain corruption and gave heads of departments three weeks to identify internal problems and the loopholes in their respective departments. Mr Naidu went a step further based on this exercise, the government would publish a White Paper on how to contain the most dangerous problem plaguing the state and invite suggestions from the public on further improvement.
Those four weeks were Mr Naidus first attempts to deal with corruption. They were also his last. Instead, his efforts thereafter amounted to blatantly protecting corrupt officials and, in one case, even rapping the Anti-corruption Bureau for doing its job. Leave alone the White Paper, nothing is known of the outcome of the brief he had handed over to heads of departments to identify loopholes. As things now stand, as the five-year-old corruption issue is revived, his action and authority can at best be described as wimpy.
Mr Naidu has displayed an uncanny ability to turn adversity to an advantage, but in the Yeleru land scandal his penchant for hiding behind technicalities, his refusal to exercise his authority and his readiness to fool the people is not only ghastly, but depraved as well. Of all his assertions, the repeated ones to bring the culprits of the Rs 100-crore scandal to book is the most hollow. Only because of this trait, has the issue of shielding corrupt officials and ministers been overtaken by a deeper and loaded question on whether Mr Naidu is inherently corrupt.
Land acquisition by the government for the Yeleru reservoir project in Visakhapatnam district began in 1980. Not satisfied by the awards passed by the land acquisition officers, some moved the Anakapalle and Chodavaram subordinate courts. The compensation amounts were enhanced. Meanwhile the social welfare department initiated another set of acquisition proposals for house sites for the poor at Pisinikanda, also in Visakhapatnam. Here, too, the compensation was enhanced. In both cases, the amount determined by the civil courts was found to be too exorbitant when compared to the amount determined by the land acquisition officers.
The modus operandi was sensational and unprecedented. The advocates managed to fetch compensation worth 20 times or more than the actual value. For instance, they managed to get Rs 3 lakh for wasteland worth not more than Rs 15,000 per acre. To bring pressure to bear on the government, the advocates managed to get notices of attachment of government properties even if in case the government appeals were pending in the high court. The advocates allegedly got a cut in these enhancement amounts, a part of which they would share with the government pleaders for not pursuing appeals. Such was the intensity of the collusion that a sub-judge of the Anakapalle court was found to be involved and Andhra Pradesh High Court directed his suspension.
In February 1996, then Congress Legislature Party leader P Janardhan Reddy and some other legislators wrote to Mr Naidu informing him of the huge swindling and specifically sought the cancellation of Government Order No. 66 issued on 1 February that year for the release of Rs 5 crore towards enhanced compensation.
This is where the governments role in setting the mess right came into the picture. The Congress petition was set on file and passed by authorities as high as four principal secretaries and the chief secretary himself. Shockingly, despite this letter being in circulation in the Secretariat, payments in excess of Rs 11 crore were made. The entire issue rocked the assembly and Mr Naidu was forced to admit that a file concerning the enhanced compensations had even come to him, which he signed.
On 13 December 1996, he announced in the assembly an inquiry by a sitting High Court judge. A couple of IAS officers were suspended and disciplinary action was initiated against 19 other officials based on a Crime Investigation Department inquiry as also an in-house inquiry by principal secretary S Ray.
The issue quickly landed in the courts, including writs from those suspended and a writ in the High Court by the prime accused, P Pothi Naidu, the lawyer who scripted the fascinating rip-off, that challenged the very constitution of the Justice BK Somashekara Commission.
In June 1999, the Court judgement said that though the government expressed its willingness to have an inquiry, it did not find any material forming any opinion by the government to constitute a Commission under the Act. It also said that the Commission was not constituted in consonance with the Commissioner of Inquiries Act.
Mr Janardhan Reddy, despite his shock defeat in the 1999 elections, has been virtually single-minded in chasing the issue. In all fairness, the credible revival of the scam is entirely his doing. He moved the Supreme Court over this High Court judgment. On 13 July 2001, it blasted the High Court order and set it aside. We are of the view that the HC took a hyper technical view of the matter in which the state government which is the repository of the authority had made the appointment The High Court in our considered view omitted to look into the main purpose of the appointment of the Commission of Inquiry under the Act and interfered with the notification issued by the state government without firm basis in law and without justification of facts. On this, Mr Naidu said the Supreme Court only set aside the High Court judgment quashing the Somashekara Commission and that the apex court had not given any direction to the state government to continue the Commission. On 4 August, he issued an order citing that the tenure of the Commission lapsed on 1 December 1999. The government are of the opinion that the continued existence of the commission is unnecessary the Commission is deemed to have ceased to exist from the first day of December 1999. On September 3, at a press conference, he reeled off a whole lot of irrelevant details on the extent of action being taken against the guilty, but ruled out reviving the Commission.
The whole issue and its focus was to bring out the truth on who were the major and minor players in the most sensational land scam ever. Mr Naidu is using every technical thread he can lay his hands on to ensure the truth does not emerge. The manner in which he is going about even ignoring specific court observations in a range of judgments, which suspected the involvement of many senior officers on the same issue, clearly indicates his desperation to hide a major stink. One version is that he is only trying to shield the four IAS officers PK Agarwal, Kosal Ram, CS Rao and TK Dewan who dealt with the enhanced compensation files more than once and who are allegedly involved. The question is why. Are they involved in the scam? Who sought their involvement? Were they involved at someones behest or at Mr Naidus behest? Allegations to this effect are being made by the Congress.
The most important question is: Though the Supreme Court has not directed the government to revive the Commission, is it not the governments res-ponsibility to find out the truth? More simply, now that the Supreme Court has turned down the High Court judgment quashing the Commission, there are no legal pitfalls. Then what is it that prevents Mr Naidu from doing his job? The Yeleru scam has become the touchstone of his promise to deal with corruption. This is especially so as, in his six years at the helm, corruption has become rampant and senior officials say that in some administrative levels it has already reached unmanageable proportions. Its important to recall the advice given by Mr Naidus trusted aide and finance minister Y Ramakrishnudu at the 1 December 2000 chief ministers high level meeting on corruption. He candidly told them it was impossible to deliver good governance or achieve a good image until corruption was contained. He specifically said if corruption was stopped at higher levels it would automatically come down at the lower levels.
The role of the Justice Somasekhara Commission merits mention. During its tenure, Justice Somasekhara toured 13 districts, perused 3,000 documents and examined 916 witnesses. When the High Court quashed the Commission, he had only six months of the tenure left. The Congress says this period is more than sufficient for the Commission to complete and submit its report as Justice Somasekhara was close to ending his exercise. Their demand to revive the Commission, at least to the extent of the six months left, is not unreasonable from any angle.
The Congress has earmarked this as its main item for the assembly session starting 13 September. If it aims to use the house only to pillory Mr Naidu on this, then the party is at fault as he has already made himself a sitting duck for targetted and severe criticism. The Congress, by announcing its focus on the Yeleru land scandal, has taken the responsibility of extracting the truth out from this horribly murky episode. Leader of the opposition YS Rajashekara Reddy said the 1999 elections may have returned the Telugu Desam Party to power, but the people have strengthened the Congress representation threefold to a formidable 90 legislators in the assembly.
With Mr Naidu determined to quash the issue, it has suddenly become the Congress Legislature Partys responsibility to ensure that the truth emerges and the guilty are brought to book. If steadfast in their resolve, it could be a golden opportunity for the party to come clean from their divisive and corrupt past. The assembly is in for one of its most decisive and interesting phases ever.

DELIBERATE INACTION q Sharma Rao, IAS officer and one of the main accused in the Yeleru scandal, was earlier faced with a disproportionate assets case filed by the Andhra Pradesh Anti-Corruption Bureau. Instead of the government permitting it to go ahead and complete the investigation, it has decided to close the case after careful consideration of all facts and circumstances related to the case. Though a special court of ACB and CBI cases asked the government not to interfere with the ACB investigations, the government ignored the directive and did not reopen the case. After being suspended for a while on the Yeleru issue, Sharma Rao was recently reinstated.
q Laxmaiah, MRO, Saroornagar, was caught red-handed in 2000 while accepting a Rs 50,000 bribe from a contractor. Despite several reminders from the Vigilance Commissioner, the government did not suspend him or even give him a loop line posting. Instead, he has been made MRO, Nampally, arguably a better posting in the capital. Police sources say he is actively helping land-grabbers identify government land to encroach upon.
q Priyaranjan Das, managing director of the State Trading Corporation, allegedly misappropriated stationary items during his tenure three years back. The ACB recommended an investigation, but the government ordered the case be closed.
q N Venkateshwara Rao, director, Sainik Welfare Board, is involved in what is by far one of the most daredevil cases. After accepting bribes, he gave increments to those who werent eligible, and also issued false certificates to ex-Army personnels children and took money to recommend a guard for the State Bank of Hyderabad, Karimnagar branch. The ACB took over investigations and asked the government for relevant records for establishing evidence. Despite the ACB probe, Rao embezzled the Flag Fund of Rs 1 crore meant for war widows and disabled ex-servicemen by floating a bogus finance company and later declared it bankrupt. The Hyderabad Commissioner of Police is in receipt of a specific complaint from members of the ex-servicemen associations. In May 2001 the government rapped the ACB for registering an inquiry without taking its prior permission and ordered closure of the exercise.
q Satyanarayana Reddy, ex-engineer, waterworks, was facing trail over holding assets disproportionate to his income. The trail was reaching its end and the ACB was certain he would be convicted. The government suddenly withdrew the cases.
q Murthy, a sub-inspector of Prakasham district, was caught accepting a Rs 10,000 bribe. Instead of taking action, the government closed the case. An aggrieved contractor early this year moved the High Court over the governments decision.
q Ram Mohan Reddy, town planning officer, was facing trail in two separate cases -- disproportionate assets and misappropriation of public funds. The case was in court. The government withdrew the charges after careful consideration and in public interest q Since 1995, when N Chandrababu Naidu took over, the ACB sent reports on about 40 IAS, IFS and IPS officers seeking permission to initiate investigations.
