[b] CAG finds grave irregularities in land allotments by YSR govt[/b]


The Comptroller and Auditor General (CAG) of India released a special report prepared on land allotments made in favour of companies and individuals by the Andhra Pradesh government during the 2006-2011 period.
CAG said these allotments were characterised by grave irregularities involving allotment in an ad-hoc, arbitrary and discretionary manner to private persons and entities at very low rates, without safeguarding the financial and socio-economic interests of the state. In a large number of cases, the state government had ignored the prescribed procedures and disregarded canons of financial propriety.
The rates proposed at different established levels of the government hierarchy were disregarded and substantial benefits were unduly granted to private parties, according to the report, which was released by the Office of the Accountant General of Andhra Pradesh on Thursday.

It had a CEO-like Chief Minister. It bolstered the trend of MNC Software Product companies setting shop in India with high profile new development. It had the entire buzz on ‘change’ from a new ‘high-tech’ city to cool-sounding proposals on reforming Government. But it never quite became the phenomenon that Gujarat has become this decade. In many ways the political unravelling in Andhra Pradesh is a story of not just politicians who failed that State but also of a deeper malaise.
Nothing exemplifies the dysfunctional state of affairs in Andhra Pradesh than the power crisis. Firstly, you have an unprecedented shortage of power. Next you have State-owned power distribution companies in dire financial circumstances having to buy power from other States at a premium. Lastly, a divided Cabinet and a party bickering openly over raising power tariffs even as political doom stares them in the face. The casualty in all this is not just the consumer but also industry which increasingly sees AP as a State unviable to do business in.
[b]The contrast cannot be starker between the promise of Chandrababu Naidu and YSR’s Andhra of the 1990s and 2000s and the reality of Narendra Modi’s Gujarat in the 2010s. The former never saw the light of the day but for a pocket in Hyderabad, the latter has lit up an entire State with 24×7 power and a surplus to trade.[/b]
[b]This story is not just about how Naidu of the 1990s was no Modi of the 2010s or how YSR’s populism led the State down an unsustainable path, it is also about the people and the political culture of the State of Andhra Pradesh.[/b] Speaking as a Telugu and a native of the State of Andhra Pradesh, this columnist finds it inexplicable that in my lifetime the State has had no record of producing a pan-Andhra leader who combined both vision and execution with an unimpeachable political ethic that transcended regions, castes and factions. The late NTR, while being a pan-Andhra phenomenon, was high on rhetoric, low on execution and had little to show on political ethics. The Congress did not have a mass leader in the decades prior and continued to not have one till the perennial dissident YS Rajashekhar Reddy decided to walk the State and win its confidence in 2004.

[b] YSR’s fee reimbursement scheme for students belonging to the backward classes will cost the state Rs 3,500 crore. Dues amounting to Rs 6,000 crore have piled up so far.[/b]



The Andhra Pradesh government seems to be broke with a budget deficit of Rs 17,784 crore. Yet, populist desperation seems to be prompting the Kiran Reddy government to pay up for former chief minister, [b]the late Y S Rajasekhara Reddy's schemes which are a major drain on the state.[/b]
[b] YSR’s fee reimbursement scheme for students belonging to the backward classes will cost the state Rs 3,500 crore. Dues amounting to Rs 6,000 crore have piled up so far.[/b]

Around [b]685 private engineering colleges[/b] are demanding a hike in tuition fees, which will[b] raise the subsidy amount further.[/b]

The state Finance Department has raised objections saying that it cannot bear the additional cost.
“The chief minister wanted to implement the scheme and I could not say no to it,” Finance Minister Anam Ramanarayana Reddy said, implying that he would have to cut somewhere to furnish funds. [b]Kiran Reddy government had paid the dues of around Rs 5,300 crore from 2008 to 2012.[/b]

Kiran Reddy, on his [b]“Indiramma Bata” [/b]tours of districts has been announcing various schemes in districts, officials do not know [b]where the money will come from.[/b]

For the [b]Rajiv Yuava Kiranalu[/b] employment training programme for youth, [b]the government earmarked Rs 1,500 crore this year, but hasn’t been able to raise enough funds.[/b]

Schemes which are a major drain on the state are: [b]Arogyasri: This health insurance scheme for BPL families will cost the state government Rs 927 crore.[/b]

It will reimburse patients who go to corporate hospitals for treatment.

[b]Rice scheme:[/b] The price of the rice reduced from Rs 2 to Re 1 by Kiran Reddy government is costing the exchequer Rs 2,600 crore.
The government is on a drive to weed out bogus household cards so that expenditure can be curtailed.

[b]Jala Yagnam Programme:[/b] This massive programme to construct 85 major and minor irrigation projects with an estimated cost of [b]Rs 1.4 lakh crore has failed with the government able to sanction only Rs 4,000 crore yearly.[/b]
The unfinished irrigation projects have become dead capital for the government

REVISED ESTIMATES 2009-10

In AP how many people are doing software jobs. Development is not creating software jobs. Developing farmers needs, providing good services to poor people. If villages develop and the needs for poor people solved that is what it is called "Development". Chandrababu is only developed Hyderabad, nothing else. Who told you chandrababu is not most corrupted, If any one follows politics read the TEHELKA story about him, one of the most corrupted . Every politician is corrupted.
