The first SEZs were all central govt controlled, where lands were leased to private industrialists (not real estate dealers) for a period of 50 yrs. This is how SEZs are built across east asia and even Mauritius (Where I built my first factory).

There were only 6 SEZs in 2000, and were just beginning to pick up. In their enthusiasm in seeing the partial success of the SEZ model, the UPA govt modified the SEZ policy in 2005 to allow even private players to set up SEZs, and also state govts.

This led to a slew of real estate sharks trying to gobble up land without any clue to the demand conditions in the market. The only motive was to grab land with state govts help, and convert it to SEZ and sell it back to industrialists. although there's a lease period of 99yrs on the agreement, all land sharks were looking only to make a quick buck.

Today, most of these SEZs have excess capacity. Prime example is Mahindra world city in Chennai, SriCity near Tada in chittoor. Compared to China, which has only 5 SEZs, each the size of Chennai, plus a dozen other coastal development areas where foreign investment is allowed, India has around 600 SEZs, some of them measuring just 10 acres :)

Besides for SEZs to work, India should have competitive ports, which is impossible given the strangle port workers union has on port activities in India, plus other infra constraints.

I even wonder why India set up SEZs in the first place, just because China did. SEZs were mostly suited to small countries with huge coastline that don't have great domestic markets, and were dependent on foreign markets. India on the contrast had poor infra, and after UPA came to power didn't even bother upgrading it, and this meant industries operating on Indian SEZs cannot be competitive.

The failure of SEZ model is obvious when there is no real industrial growth in India. Most of these SEZs are occupied by software companies now :)

eppudo US oka sari vellanu. Mostly Singapore, Mauritius ki madyalo thiruguthanu. But I'm planning to make Vizag my home, after shifting my factory from Chennai to Vizag.

US tho manaki pani ledhu :)
