[/quote]no man.....he din qualified in TOEFL... all univs will reject admission.... even if they accept.....they issue conditional I20 ...with 1 or 2 sems to do english courses as pre-reqs... if some univs accepts & issues I20....that univs may not be good to study or not accredated tell him to not to waste his time in applying & get discouraged....rather tell him to take coaching & retake TOEFL.....
