The US Senators are working on the negotiations for a comprehensive immigration reform, which includes conditions like firms having more than 15 per cent H1B population would be prohibited from placing any H1B visa holder at a client site, sources said.

Besides, employers would be restricted from placing L visa holders at client sites (and the client would have to attest to non-displacement of US workers, companies would be required to pay many of their H1Bs substantially more than market wages, etc, they added

tcs infosys cts - total h1b apps minimum 15000+ untayi 15000*5000 = 750,00,000 free h1b application money and considering idealistic scenario of minimum 10000 approvals and the taxes of 33% from each guy and again making an assumption of 1400$ taxes per month - we get roughly 10000*1400*12=1,680,00,000.00$.

[b]Nice logic but small corrections:[/b] It doesn't mean TCS, CTS etc companies cant hire people, they can Hire Masters students who will get green cards with this reform.
US Immi reform is trying to replace H1B with Highest degree holders who did Masters here.

Thats the reason all the Indian companies from past three moths are looking for full time candidates as they know there will be hard stop importing Indian H1B candidates.

I don't think so Indian companies will have the luxury of bargaining like before, because the lobbyist from big American companies are forcing this bill (Ex: Facebook, Microsoft) because these American companies are ready to hire the people who are having GC/EAD directly instead through Indian companies.

When coming to supply: Yes, Demand will increase as per the restrictions they are planning to keep on H1B's and L1 visa holders from India.
