One interesting point I observed..

Page 684, lines 10-15

(d) OUTPLACEMENT.�Section 212(n)(1)(F) (8 U.S.C. 1182(n)(1)(F)) is amended to read as follows:
��(F)(i) An H-1B-dependent employer may not place, outsource, lease, or otherwise contract for the services or placement of an H�1B nonimmigrant employee."

This means companies can no longer use the consulting model.. They probably added this clause to address desi consultants but it will hurt every consulting company like IBM, HP and Indian consulting firms like TCS, Wipro Infy and also some prime vendors like TEk systems that hire consultants directly on their payroll on H1..Most of these companies send employees to client sites..
