[font=arial, sans-serif][size=3]There is no official report which has been released by the USCIS but apparently the involved leader of the USCIS reported in a seminar as to what was happening. They apparently said that they started sending out both email and hard copy receipt notices for the premium processing cases first beginning from April 8, 2013, followed by mailing out of non-premium case notices in the mail. According to the participants in the seminar, mail notices are likely to continue through May. Employers and lawyers, including this reporter, started receiving hard copy receipt notices or filing fee check clearance in their online banking, only from the last few days. Those who filed non-premium processing Master cap cases should not give up their hopes yet because those who failed in the first Master cap lottery were mixed with the regular cap cases and ran through the regular cap lotttery process second time around with other regular non-premium processing cases. Apparently, rejection and return of the packets to the loser employers will not take place for a while, probably not before early May. We share the emotional pains with these employers and their legal counsel as we are going through the same pains, religiously checking online banking status and mail boxes every single day! It is hoped that the relief which is provided in the CIR on the upward adjustment of cap numbers comes to a reality at least after this painful lotteries this year. STEM is proposed to be taken out of the cap in the first place, and we must tell them, 'you, lucky you![/size][/font]
