ASU is cheaper than USC, but USC is close to 'Silicon Valley' and it will be lot easier to find Internships and Full-time job there. Don't expect him to work in Gas stations as course work will be heavier in both the Univs. So, if he has someone to sponsor for his MS, I will recommend USC. He can then payback as soon as he gets the job.
