Why Humans Don't Have Ability To Breathe Under Water

There are good reasons why humans haven't evolved to breathe under water.

That is a really good question. Guessing but may be because they don't have what it takes to move on land - limbs. So the question of breathing on land doesn't arise.
There are animals like frogs/snakes which can do both and notice they are always cold blooded.

Every water molecule has Oxygen in it and on top of that, water has regular oxygen (the type we breathe) dissolved in it. So, that is not the answer!
