You may have got it some correct but regarding river water , your logic is incorrect

Telangana has more river catchment area

Godavari river catchment area Andhra - 21% (310 TMC) , Telangana - 79% (1170 TMC)

but the utilization of water

Andhra is using 110% of alotted water that is 320 TMC , Where is Telgana is using jsut 143 TMC , If polavaram project is built , Andhra can use another 400 odd TMC , All the Telangana water will be diverted to Andhra !

Did you ever ask your self how much it cost for Lift irrigation Project maintenance . it costs lacks of Rs to gi provide water one acre land (only considering the Bindu sedyam here, normal water flow forget about it.) instead of that may be Govt can consider giving away the 2 Lacks a year per acre.
i don't have any start and end dates for the above projects you mentioned. but one thing is for sure no one in AP got benifited from Jala yagnam projects i can say that.
