Once you enter the Secondary Inspection, You are not allowed to communicate with anyone outside. Cell phones and laptops are not allowed to be used. Only if he clears the secondary inspection, he will be allowed to USA.

There is oneway you can see if he cleared the immigration. You can check the i94 online. But you need to know his personal details like passport #, I20 N00.... number and probably sevis number too.

Coming to his situation, He likely will be questioned on the following concerns.
1. Why are you entering on new i20 and new sevis when your visa was issued long time ago.
2. Why did your old sevis got terminated?
3. Current academic standing and enrollment letter.
4. All the previous i-20s to trackdown all his status maintenance during his stay in USA.

If he is not able to justify any of the questions above, he will be held under detention atleast for two days for review and if they are still not able to clear their doubts, he will be deported.

From my side one ollu idea ...try to contact local Telugu association such as TANA/ ATA etc...may be some times they used to do some help...like contacting lawyers if needed etc
