How To Get Travel Document(From Uk To India)

Hello Guys pls help me..

I have to go to India on emergency basis...my passport is with The Home Office for Visa consideration..i cannot withdraw that application.,
I need to travel to India...Pls suggest me how to get a travel document and how long it takes..
