According to the DOS, it appears that it will be possible to allow for movement of EB2 India in August and/or September 2013, which marks the end of fiscal year 2013. There will be forward movement. But due to high number of portings from Eb3 to Eb2 dates will retrogress back in 2014 1st quarter
