frankly good suggestion DON'T TRY to RE APPLY FOR A NEW ONE DIRECTLY.
IT DOESN'T MATTER and its just a card no one really care about, all they are interested is in I20.

oka saari mi univ ki call chesi ilaaa vochindhi anu , card vochindhi antae mostly it should be legal to be issued ani ..
naadhi country of birth UNKNOWN ani undae ala unappudu INDIA ki kooda velli vochaaa .. so they just need the CARD/RECEIPT number .. so no worries ..
but however contact ur university
