A report prepared by the network on the performance of the NHRC, which is going to appear before the Sub-Committee on Accreditation (SCA) of the International Coordinating Committee (ICC) of NHRIs in Geneva on May 23 seeking re-accreditation as an ‘A' Grade NHRI, was released here on Monday by the representatives of the NGOs of AiNNI. Speaking to media persons, C.V. Raghavulu, a former Vice-Chancellor, Ch. Narendra and Jaya Vindhyala of People's Union of Civil Liberties (PUCL), K. Lakshma Reddy, former MLA, and others said the network had prepared an alternate report on NHRC and submitted to the SCA in January this year. The NHRC had initially agreed to include the excerpts of the network report in its report but it did not. They suggested bringing the NHRC directly under the PMO to make its functioning more democratic as it was presently under the Home Ministry whereas more than 80 per cent of the cases were related to police. Further, they sought increase in the number of member in the NHRC as the quality of justice was being hit due to overburden of five members who deal with 60 to 80 cases per day. The Commission should have regional offices to be in reach of people, they said.

Inaugurating the programme, Dr. Rajiv Sharma, Secretary General, NHRC said that the rights and the duties go hand in hand. The rights of the people can be ensured if the fellow citizens carry-out the duties diligently as laid down in Part IV A of the Constitution. Dr. Sharma highlighted the international covenants and treaties to which India is a party and emphasized the need for their compliance. He expressed the hope that the student interns will make the best use of the training programme by utilizing the facilities available in the Commission. Earlier, welcoming the guests and the interns to the inaugural function, Mr. J.S. Kochher, Joint Secretary (Trg.) said that the interns will be exposed to the composition, role and functions of the National Human Rights Commission during the internship programme. They will also be sensitized on various human rights issues like rights of the disable, mentally challenged persons, women, children, senior citizens and those belonging to SC/ST. Besides this, Mr. Kochher said the interns will be provided information regarding the international conventions on human rights to which India is a party. They will also be given an opportunity to do research studies on different aspects of human rights and taken on field visits. 50 students from 32 different universities/colleges representing 19 States of the country have been short-listed to attend the programme. During the inaugural session, senior officer of the Commission including Mr. Sunil Krishna, Director General (Investigation), Mr. A.K. Garg, Registrar (Law), Mr. J.P. Meena, Joint Secretary (P&A) were also present.
