After graduating, they would pay 3% of their salaries into a special fund over 24 years. http://on.wsj.com/12H6VM1

Would this be a viable solution to the student-debt crisis?

only 10% will graduate or get tech jobs...
what if they are unemployed and cant pay?
who ever has enrolled has to pay or they have a cutoff of percentage or merit ? to be considered for this plan
