he can try any time...but solid exp, vundali...

best option is look for a employer...apply for job /attend interviews

if he gets the job....take the client letter...and then apply 95% cases u will get in max. 2 weeks with i94

there is chance of loosing that job...but still a valid H1 with i94 u can get another job
