I think in 2001 there is a resolution made in CWC that congress is favourable to small states through SRC (as also Lagdapati's argument).They may amend that resolution with exclusion of TG and recommend Second SRC for future small states demand !

If congress does is not favour of bifurcation,they will not do this drama and further damage the party's prospects in TG
Moreover congress is fully understood (by thier intelligence/surveys) that even if the state is kept UNITED,it will not gain anything (MP seats) in Seemandhra !
Even many of those so called leaders who are in forefront of 'Samaikya Adhara Movement' will jump to YSR party even if the state is kept [b]United[/b] !

Congress is political party,it want to get max MP seats in 2014 .It is more interested in that and will do what ever best to get those numbers !
