What Is The Better Way To Learn English

Hello mamalu..i would wanted to know the best way to learn English..

one of my friend is here, he is awesome in technology, like one of the best that I have ever seen...but he could not speak english...i mean, better english...becuase of that he stuck with CTS for the last 5 years..still earning 80K in BAY AREA.....

So I wanted to help him....

There are no courses in coursera, Khan Academy, for better english....

Any idea on how UC Santa Cruz, extensions help to learn better english...

any other solutions...

In India, we have all these best spoken english courses...not sure what we have in America...

how would chinese learn english..??

Toastmasters is not a great solution, becuase it is a just one hour every week..and we get 5 minutes attention/turn/chance in that one hour....

you can find teachers online who teach by skype or other source, class timings are flexible and rates starts from $8 - $20, varies by teacher and location.
how to find out.?? goggle it, u can find bunch of them.
