I got a ticket for wearing head phones on both the ears (LA-Calif) - The fine is $198+$10.
This is not a moving violation (doesn't impact your insurance at all).
I had pleaded not guilty - But most likely I might be found guilty - hearing date is 1st Aug, 2013 - I will update this post later.

My collegue got a similar ticket like you for texting in LA-Calif - Not a moving violation in California - Fine $178+$10
He is also pleading NOT guilty.

All Insurance companies recently increased their Insurance premiums all over USA, that could be the cause for your price hike. Not because of the parking tickets.
