H1B Extension With Same Employer Aithe No Interview Needed?

I heard that they have a new rule from April 2013.
If you have already got your stamping done in India with an employer and you got your h1b extension with the same employer, you dont need to attend the interview. You need to fill some form online and send your passport.
Any one has more knowledge on this? Please share...
