Dependent Visa For Mother?

One of my friends is planning to move to the US from India and wants to bring his widowed mother to the US. As per the dependent visa norms (per google search), parents are usually not considered ‘dependents’ and can visit US only for 6 months in a year. Do you know of anyone or instance where a parent has been considered a dependent? Proof of financial or emotional dependency would help the cause? Also does visa type make any difference (H1 vs L1B vs L1A)?

dependent ga tesukuralemu..unless he is a citizen...

6 months kada....edo oka roju after every 6th month ending ask him to take her to different country and re -enter in US...thats it...

POE questions that ...and does not let her enter, if she/he wanted to enter into America for every 6months, with one or two months gap...
