I do not know about why and how states' capitals are formed in USA, but in India,

on the positive side:
1. Whole Administration is based at the Capital and for most of the important decisions/functions people will have to go to the Capital
2. Mainly due to lesser decentralization of Power across other towns/cities in a State.(though this trend is changing).
3. Maintain Brand value to attract investment.

On the negative side:
1. Land Maffia & Power go hand-in hand and they want to rule and earn money. So all maffia like Ramoji Rao, Jagan etc will have better hold if placed at the Capital.
2. Lack of infrastructure to deal with decentralization.
