HYDERABAD: An estimated 60,000 unemployed youth from Telangana are eagerly awaiting the implementation of GO 610 which envisages the repatriation of non-locals working in various government departments who were recruited against the allotted quota.
Telangana has been plagued by naxalism and related violence which has been affecting the growth of industries. Unemployment has been identified as one of the major factors hindering the development of the region.

Political parties, irrespective of their ideologies, have been voicing concern over the non-implementation of GO 610 which has been depriving the youth of employment. However, the non-implementation of the GO has come in handy for pro-Telangana parties for taking on the government.
The GO was issued by former chief minister N T Rama Rao on December 30, 1985 following pressure from Telangana Non-Gazetted Officers to repatriate non-locals who were recruited in Telangana in violation of the six-point formula.
A three-member committee appointed by Rama Rao inquired into the violations and recommended repatriation of non-locals. Since then, the non-implementation of the GO had become a bone of contention for political parties, particularly those seeking statehood for Telangana.
However, the origin of repatriation of non-locals exists from the days of the violent 1969 separate Telangana movement. The then Kasu Brahmananda Reddy-led government had issued GO 36 recommending repatriation of nearly 28,000 non-locals who were recruited in violation of the six-point formula.
However, the non-implementation of the GO has brewed resentment in Telangana NGOs and youth alike. The government has also constituted an one-man commission, Girglani commission to look into the violation of zonal recruitments. The commission in its interim report submitted on October 6, 2001 admitted that there was large scale violations in the recruitment process.
