గత కొద్దిరోజులుగా జరుగుతున్న సామాజిక, రాజకీయ పరిణామాలు, పత్రికల్లో, ఫేస్‌బుక్కుల్లో నడుస్తున్న చర్చోపచర్చలు, వివిధ సంఘాల వాధనలు, ప్రకటనలు, వక్కలంక రమణగారి వ్యాసం, దానికి క్రాంతిగారి స్పందన చూసిన తర్వాత సగటు సీమా ంధ్ర పౌరుడిగా కొన్ని విషయాలు పంచుకోవాలనుకుంటున్నాను. రెండు రోజుల కిందట టీవీలో ఉద్యమ వార్తలు చూశాక ఎనిమిదో తరగతి చదువుతున్న మా అమ్మాయి ఓ ప్రశ్న వేసింది. నాన్నా సమైక్యాంధ్ర అంటే హైదరాబాద్‌తో కూడిన మన 13 జిల్లాలా అని. ఎందుకలా అడిగావన్నాను. టీవీల్లో మాట్లాడేవాళ్ళంతా రాష్ట్రం కలి సుండాలంటున్నారు. హైదరాబాద్ అందరి సొత్తంటున్నారు. హైదరాబాద్ గురించే మాట్లాడుతున్నారు. మిగిలిన తెలంగాణ జిల్లాలు సమైక్యంలో మనకొద్దా అని మళ్ళీ ప్రశ్నించింది. ఆ ప్రశ్న నాలో అనేక ప్రశ్నలు ఉదయింపజేసింది. అసలు సమైక్యమంటే ఏమిటి? కేవలం హైదరాబాద్‌ను కోరుకోవటం సమైక్యమవుతుందా?

ఆంధ్రప్రదేశ్ ఏర్పాటుతో మన కోస్తాకు ఏం ఒరిగిందని? అపార సహజవనరులున్నా ఏమాత్రం సద్వినియోగం చేసుకోలేకపోయాం. దేశంలోనే టాప్ టెన్ ధనవంతుల్ని సృష్టించగలిగాం గానీ దేశంలో టాప్ టెన్ కాలేజీలను గానీ, ఆస్పత్రులను గానీ కట్టుకోలేకపోయాం. దేశం దాకా ఎందుకు మన రాష్ట్రంలోనే అత్యుత్తమం అని చెప్పగలిగే మంచి కాలేజీలను (రత్తయ్య గారికి క్షమాపణలతో) గానీ, మంచి ఆసుపత్రులను గానీ నిర్మించుకోలేకపోయాం. ఉన్నదంతా హైదరాబాదులో పెట్టుబడి పెట్టి జన్మభూమిని మరచిపోయాం. స్వలాభాల కోసం చూసుకున్నామే తప్ప ఊరి కోసం చూసుకోలేదు. ఎన్నాళ్ళనీ చిప్ప చేతపట్టుకొని తిరగటం.

నాడు మద్రాసు నుంచి తరిమేశారు. నేడు హైదరాబాద్ నుంచి. అయినా తెలివి లేకుండా ఇంకా హైదరాబాద్ కావాలనీ, సమైక్యం కావాలనీ అనటంలో సమంజసం ఎంత? ఇంకా సమైక్యం అంటూ ఎన్నాళ్ళని మనను మనం ఆత్మవంచన చేసుకుందాం? తెలంగాణ నిర్ణయంపై వెనక్కి తగ్గేది లేదంటూ ఇంతగా కుండబద్దలు కొట్టినట్లు చెబుతున్నా ఇంకా ముసుగులో గుద్దులాటలెందుకు? సమైక్యమని తెలంగాణ వారికి కంటుగా మారే బదులు మనకు కావల్సింది ఏంటో అది అడిగితే పోలా? ఎందుకీ చల్లకు వచ్చి ముంత దాచటం? ఎన్నాళ్ళిలా? పరిస్థితి ఇంతదాకా వచ్చాక కలిసి ఉందామంటే అది అయ్యే పని కాదు. ఒకవేళ కలసి ఉన్నా ఆ కలయిక, ఆ కాపురం ఎంత దారుణంగా ఉంటుందో తెలియంది కాదు.

హైదరాబాదును శాశ్వత ఉమ్మడి రాజధాని చేయాలని, కేంద్ర పాలిత ప్రాంతం చేయాలని కొంతమంది డిమాండ్ చేస్తున్నారు. ఇవి సీమాంధ్రకు ఏ విధంగా లాభం? ప్రస్తుత తరంలో హైదరాబాదులో ఆస్తులు పెంచుకున్న కొంతమంది పారిశ్రామిక వేత్తలు రాజకీయ నాయకుల కోసం; ఉద్యోగాల కోసమని వెళ్ళి స్థిరపడ్డ కొంతమంది (వేలు లేదా ఒకట్రెండు లక్షలు) మధ్యతరగతి కుటుంబాల కోసమని యావత్ సీమాంధ్ర భవిష్యత్‌ను పణంగా పెట్టాలా? హైదరాబాద్‌ను శాశ్వత రాజధాని చేసుకొని ఏం సాధిస్తాం? నష్టపోతామే తప్ప. పదేళ్ళపాటు ఉమ్మడి రాజధాని అంటేనే నష్టం. అలాంటిది శాశ్వత రాజధాని కావాలంటే ఇంకేమైనా ఉందా? హైదరాబాద్ శాశ్వత రాజధాని అనే పేరుతో ఇప్పుడు మనవాళ్ళనూ మోసం చేస్తారా? కొంతమంది ఆస్తులను, పెట్టుబడులను రక్షించుకోవటం కోసమని మొత్తం ఐదుకోట్ల మంది భవిష్యత్‌ను పణంగా పెడతారా? హైదరాబాద్ మనకు ఏ విధంగా దగ్గర? రాష్ట్రం ఏర్పడ్డాక కూడా ఇంకా అక్కడెందుకు రాజధాని? మనం కొత్తగా కట్టుకోలేమా? హైదరాబాద్‌ను మేమే అభివృద్ధి చేశామని చెప్పుకుంటున్న మనవాళ్ళు మనకంటూ అంతకుమించిన నగరాన్ని నిర్మించలేరా? అభివృద్ధి చేయలేరా?

వక్కలంక రమణగారు మొన్నీ మధ్య ఉండవల్లి అరుణ్ కుమార్ గారిని ఉద్దేశిస్తూ ఓ లేఖ రాశారు. దాన్ని ఫేస్‌బుక్‌లో పెట్టారు. అందులో హైదరాబాద్‌లో సీమాం«ద్రుల పరిస్థితి చూస్తే నాజీల హయాంలో యూదుల పరిస్థితి గుర్తుకొస్తుందని రాశారు. రమణగారూ మీకెలాంటి అనుభవం ఉందో నాకు తెలియదు. నిరుడు వరంగల్‌లో ఎంట్రెన్స్ రాయటానికి మా అబ్బాయిని తీసుకొని వచ్చినప్పుడు అక్కడివారు ఆదరించిన తీరు నా మనసును కదిలించింది. నా ఒక్కడనే కాదు చాలామంది ఆం«ద్రులకు ఆ రోజు వరంగల్ ప్రజలిచ్చిన ఆతిథ్యం అద్భుతం. తెలంగాణ-సమైక్య గొడవ రేగుతున్న సమయంలో కూడా వారంతగా స్పందించటం గ్రేట్. మనదగ్గరికొస్తే అలా చేసేవారమా అని నాకు సందేహం వచ్చింది. ఇదొక్కటే కాదు- మా అక్కయ్య వాళ్ళతో పాటు చాలా మంది మా బంధువులు హైదరాబాద్‌లో ఉంటున్నారు.

వారంతా హాయిగానే ఉంటున్నారు. నాజీ-యూదులతో తెలంగాణ-సీమాంధ్ర పోలికే దారుణం. దయచేసి ఇలాంటి వ్యాఖ్యలతో విద్వేషాలను రెచ్చగొట్టవద్దు. తెలంగాణ ఏర్పడిన తర్వాత కూడా మనవాళ్ళు అక్కడ చాలామందే ఉంటారు. ఉండాల్సి వస్తుంది. ఒకవేళ రమణగారు చెప్పిన లాంటి భావనలే గనక ఉంటే పరిస్థితి దారుణంగా ఉండేది. ఇన్నేళ్ళ తెలంగాణ ఉద్యమంలో ఎన్నడూ సీమాం«ద్రులపై దాడి జరిగినట్లు మన మీడియా కూడా ఎన్నడూ రాసినట్లు, చూపినట్లు గుర్తులేదు. అందుకు తెలంగాణీయులను అభినందించాల్సిందే. ఈ మధ్యే చెదురుమదురు ఘటనలు వినిపిస్తున్నాయి. అలాటివి మన ప్రాంతంలో తెలంగాణ వాళ్ళకు కూడా ఎదురవుతున్నాయి. అవి నాజీ-యూదు స్థాయివి కావు. కాబట్టి రాష్ట్రం విడిపోయినంత మాత్రాన ప్రజలు విడిపోతారనుకోవడం పొరపాటు. దయచేసి విద్వేషం నాటకండి.

నోటి ముందరి ముద్ద లాగేసుకుంటే ఎవరికైనా కోసం వస్తుంది. వచ్చిన తెలంగాణను లాగేసుకున్నామనే భావన వారిలో ఉండటం సహజం. ఇప్పుడు కూడా లాగేసుకొని ప్రేమగా ఉండమంటే ఎన్నటికీ ఉండలేరు. బలవంతపు ప్రేమ బలపడదు. సరికదా తాత్కాలికంగా అశక్తతతో తలవంచుకున్నా ద్వేషాన్ని పెంచుతుంది. ఇదెవరికీ మంచిది కాదు. కాబట్టి ఆవేశాల్లో పడి ఆలోచన లేకుండా, విజ్ఞత కోల్పోకుండా, మనల్ని మనం మోసం చేసుకోకుండా ఐదుకోట్ల మం ది సీమాం«ద్రులకు ఏది మేలో అది అడుగుదాం. అంతేగానీ ఆత్మవంచనతో అర్థంపర్థంలేని డిమాండ్లు చేయటం ఎవరికీ మంచిది కాదు.

[b] APPEAL TO THE YOUTH OF SEEMAANDHRA

The bifurcation of Andhra Pradesh State into Telangana and Seemandhra is now inevitable after its endorsement by UPA, Congress Party and BJP at national level. While the legal and administrative process is being worked out by Govt. of India, it is therefore necessary for youth of Seemaandhra to understand the immense potential in their region and not be misled by their selfish leaders based at Hyderabad who are selling a single-point agenda of Hyderabad-centric development. In this context, I would like to make the following suggestions to the people of Seemaandhra for the development of their region.

1) Creation of More Districts
Seemaandhra region with 13 districts will have area of 1, 65,450 sq kms with population of approximately of 5 crores (2011 Census). It will still be larger in area than other states like Tamil Nadu (1, 30,058 sq kms), Odisha (1, 55,820 sq. kms), Bihar (94, 163 sq kms) West Bengal (88,752 sq. kms) and Chattisgarh (1, 35,191 sq kms). The average population density would be 302 persons per sq km, which is less than national average 374 persons per sq. km.
The average district area in existing Andhra Pradesh state is at 11,958 sq. kms and average district area of proposed Seemaandhra state is at 12,341 sq kms, both of which are larger than the national average size of district at 5,018 sq. kms. Average number of households serviced by each District in the country is 3,76, 000 whereas average number of households serviced by each District in the proposed Seemandhra is 11,93, 500. Similarly, average population per district in the country is around 18.50 lakhs whereas average population per district in present Andhra Pradesh is around 36.78 lakhs and the proposed proposed Seemandhra state is even higher at 38 lakhs. Smaller states like Tamil Nadu has 32 districts, Odisha- 30 districts, West Bengal – 19 districts, Bihar-38 districts, and Chattisgarh-27 districts. Therefore, In this context, Seemaandhra youth should understand the definite need for creation of more districts in the newly created Seemandhra state. 32 districts out of the present 13 can be created in the new Seemaandhra State to make it on par with national average. Creation of additional districts would bring the administration closer to the people and lead to development of more big towns and of course provide more employment opportunities.

2) Exploiting the potential of long Coastline.

Newly created Seemaandhra state would have second longest coastline of 972 km (604 miles) among all the states of India next to Gujarat with 1600 Kms of coastline. Having such a long coastline is the most natural advantage to Seemaandhra State During last five hundred years, modern civilization developed around the big cities along coastlines all over the world. Most of the developed regions of the World have natural advantage of coast. Emergence of big cities like New York, Boston, Los Angeles, Rotterdam, London, St. Petersburg, Lisbon, Cairo, Istanbul, Hong Kong, Singapore, Dubai, Shangai, Mumbai, Kolkata and Chennai are the modern examples of their proximity to sea coast leading to development of their hinterland.
The entire hinterland of proposed State would be maximum 200 kms away from sea coast except two districts of Kurnool and Ananthapur. Such a proximity to long coastline is most natural advantage to the proposed State which is not enjoyed by any other coastal state in the country. Gujarat has established 41 ports, one major port, 11 intermediate ports and 29 minor ports along its coastline. They established many port-based power plants with imported coal as raw-material from Indonesia and Australia. When compared to Gujarat, Coastal Andhra has at present around 6 ports only. There is huge potential to set up more ports in Coastal Andhra. They can also set up many port-based Power Plants. Port-based region offers immense potential growth with huge employment opportunities
The youth of Seemaandhra may note this natural advantage of coastline and huge employment potential it offers to their new State. They should understand that history is giving them the greatest opportunity of exploring the natural potential of long coastline coupled with delta area of two major rivers of the country i.e Krishna and Godavari. They should not miss this golden opportunity of coastal line growth potential for the sake of land-locked joint capital of Hyderabad with administrative jurisdiction of 200 sq. kms. The people of Seemaandhra State may note that adjacent Rangareddy district with 7,500 sq kms would be part of Telengana State and will not be shared with Seemaandhra State.

3) Creation of more Urban Agglomerations and areas.
Apart from the large size of the Districts, the Urban Population ratio to total population in present AP is at 33% when compared to national average of 32%. But it is very low vis-à-vis other developed states like Maharashtra(46%), Gujarat (43%), Karnataka(39%), Tamil Nadu(49%), Punjab(38%) and Kerala(48%) as per Census 2011. Similarly, the present state is having less number of towns than other small and big states. The number of Towns in AP at 253 compare poorly with those of other States like, Tamil Nadu( 1097), Gujarat (350), Karnataka (347), Kerala (520), Uttar Pradesh(915) and West Bengal(909). Because of predominant focus on Hyderabad since beginning, no importance was given to growth of towns which led to lower urbanization levels when compared to other states. It is a well-known fact that higher urbanization levels lead to higher growth in Services Sector and in state’s economy. To achieve the urbanization levels of 50% in a decade, the proposed Seemandra state should aim at the following :
• more Urban Agglomerations around Vizag, Kakinada, Rajamundry, Eluru, Vijaywada, Mahcilipatnam, Guntur, Ongole, Nellore, Tirupati, Kadapa,Ananthapur and Kurnool.
• 19 more districts which would lead to rapid urbanization.

4) Other Infrastructure.
The youth of Seemaandhra should not fritter away their energies and time on the claim to landlocked Hyderabad city. Instead, they should insist on their leaders to demand and bargain for the support from Centre on the following infrastructure:
1) Two Major Ports at Machilipatnam and Prakasham in Central Govt. Sector
2) Four intermediate ports in Private Sector.
3) Three port-based power plants by NTPC on imported coal.
4) A Central University
5) Indian Institute of Technology(IIT)
6) National Institute of Technology(NIT) in Rayalaseema
7) Indian Institute of Management(IIM)
Two All India Institutes of Medical Sciences, one in Coastal Andhra and one in Rayalaseema.
9) Six Lane Coastal Highway project along the coast from Srikakulam to Nellore along the Coastline.
10) New International Airports at Vizag and Tirupati by Airport Authority of India
11) Three Domestic airports at Vijayawada, Ongole and Kurnool by Airport Authority of India.
12) Rs.1000 crore Tourism Package to develop Konaseema on the lines of Kerala.
13) Rs. 2000 crore package to upgrade the State Universities created in each district in recent period.

I tried to make a strong case for faster development of Seemaandhra State without any linkage to the claims to Hyderabad. While Hyderabad City with Hyderabad District would be common capital for the proposed two states, I feel that Seemandhra people can bargain with Centre for more financial assistance on the above projects in their region so that they can provide better employment opportunities to their youth and better governance to their people. My appeal to the youth of Seemaandhra is not to fall prey to their Hyderabad-based politicians who are selling them false dreams on Hyderabad city but instead demand more from Centre for the development of their region.
In this context, however, I, on behalf of Telangana people, assure the full protection & security to people of Seemaandhra who continue to stay in Telangana region and welcome their active contribution to the development of Telengana State.

FYI secretariat employees are not participating in the SA strike..they did token protest in Lunch hrs !
The reason they are not doing ?? cos once they participate..90% of Secretariat will go empty and will reveal the SA staff strength that the TG employees are claiming the injustice !!
