[b]New Delhi:[/b] Prime Minister Manmohan Singh while addressing the nation on the 67th [url="http://ibnlive.in.com/newstopics/independence-day.html"]Independence Day [/url]listed and highlighted the achievements of the United Progressive Alliance in the last nine years but failed to offer a ray of hope to the country reeling under the burden of slow economic growth, rising prices, massive corruption, an increasingly hostile neighbourhood and the lack of direction from the political leadership. Singh's speech, his last as the Prime Minister of the UPA 2 government, delivered from the ramparts of the historic Red Fort did not talk about the path that India should take to become a developed and strong nation and instead he kept on harping on what his and the previous Congress regimes had done.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
Hopeful that the Food Security Bill will be passed in Parliament soon as the [url="http://ibnlive.in.com/newstopics/upa.html"]UPA[/url]'s flagship scheme is believed to be crucial for the electoral fortunes, he said, "The Food Security Bill will benefit 75 per cent of our rural population and half of our urban population. Food grain production has increased considerably in the last nine years. After the enactment of the Food Security legislation, the Prime Minister said its implementation will be one of our priorities as it will benefit 81 crore people.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
Singh said the country has made progress every decade as per the vision of Mahatma Gandhi and Pandit Jawaharlal Nehru and the government continues to work for a progressive India and develop as a nation after liberalisation in 1991. "The UPA government since its formation in 2004 has worked hard to help India progress in an inclusive manner. We have envisioned a prosperous India, an India which has got rid of centuries old burden of poverty, hunger, disease," he said.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
He added that many states which were called 'Bimaru' states are doing much better today saying "Whatever definition we may adopt, it cannot be denied that the pace of reduction in poverty has increased after 2004."[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
On economic growth, the PM said the phase of slow growth in India will not last long. "Our growth rate has dropped to 5 per cent, we are not the nation that is hit by the downturn," said the PM. He said the last year has been difficult for the world economy as Europe was severely hit by the economic slowdown. He added that he was confident that the situation will change soon.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
He said rapid economic growth is an imperative for India as without it, the nation cannot possibly achieve targets such as removal of poverty, provision of good quality education and health services and creation of new employment opportunities.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
The Prime Minister took a tough call on [url="http://ibnlive.in.com/newstopics/pakistan.html"]Pakistan [/url]in view of the recent ceasefire violations and five of the soldiers being killed along the Line of Control in Poonch sector of Jammu and Kashmir. He said, for relations with Pakistan to improve, it is essential that they prevent the use of their territory and territory under their control for anti-India activity."[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
Singh said India will take all steps to prevent any such attack on soldiers and warned Pakistan to adhere to border regulations for India-Pakistan talks to continue.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
Recently, Pakistan Prime Minister Nawaz Sharif appealed to India for talks on all the issues and extended the hand of friendship. However, Pakistan Parliament had passed a resolution against India condemning LoC attacks by Indian forces.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
On presenting India as a a more powerful force on the international stage, Singh said during the UPA regime, there has been a continuous improvement in our relations with the major powers of the world.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
During his speech, the PM remembered the victims of Uttarakhand tragedy and said steps are being taken to rehabilitate those affected by the tragedy. He also paid homage to those killed in INS Sindurakshak fire tragedy. Eighteen sailors are feared to have lost their lives in the tragedy.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
He also expressed regret over the [url="http://ibnlive.in.com/newstopics/mid-day-meal-tragedy.html"]mid day meal tragedy [/url]that took place in Chhapra district of Bihar in which 23 children have lost their lives. He said such incidents should not be repeated anywhere in the country. "The mid day meal programme is of immense benefit for both education and nutrition of children," he added.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
On education front, Singh said, the government has enacted the Right to Education Act to provide every child in the country the opportunity for education. "The percentage of school going children has doubled in the last 9 years. Seven new IITs, seven new IIMs and 16 new central universities have been created,' he said.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
Even though the government is trying to provide as much as facilities to the school, he said a lot still needs to be done in the field of education. Many schools even today lack basic facilities.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
On the [url="http://ibnlive.in.com/newstopics/lokpal-bill.html"]Lokpal Bill[/url], he said the government has introduced the bill in Parliament. The Lok Sabha has passed the Bill and it is now before the Rajya Sabha to consider it. "The Lokpal Bill will be a major step towards making our political system clean," he said.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
He listed another achievement of the UPA in terms of Right to Information Act, the PM said, "through the RTI, the common man now gets more information than ever before about the work of the government."[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
On the infrastructure development, he said there has been good progress in the last 9 years in the sector. "About 2 lakh km of new roads have been constructed.More than 37,000 km of new Highways have been built, facilitating travel and trade," he said.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
Singh said the Naxal attack in Chhattisgarh on May 25 was an attack on India's democracy. "Despite some worrisome communal incidents in 2012 and this year, the last 9 years have been good for communal harmony. There has been a reduction in terrorist and Naxal violence also," he said.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
He took on the Opposition saying there is no place for narrow and sectarian ideologies in a modern, progressive and secular country. "Such ideologies divide out society and weaken our democracy. We should prevent them from growing," he said.[/font][/color][color=#3C3D3D][font=Arial, Helvetica, sans-serif]
In view of the increasing crime against women and December 16 Delhi gangrape case, Singh said the government has passed laws to reduce crime against women.[/font][/color]
