Process times for both mailing the docs and dropping the docs in person is the same. You can just walk-in the consulate and drop all your stuff along with the prepaid envelope for them to mail back your passport (Make sure to have a tracking number on the envelope). These days processing is taking quite a bit longer than earlier, which used to be a few days compared to few weeks now.

One of my friend mailed his docs to the NY location and he got the passport back the following week. It hardly took him a week. Good luck
