What you are asking is not at all new and it has been thoroughly discussed one.
A simple answer: Hot deployment with just Eclipse is near impossible for any servers: from Tomcat to any other commercial ones like WLS, WSAD, JBoss etc.
Thats why we have customized versions of Eclipse like MyEclipse, Websphere RAD etc but their licenses are expensive.

Coming to your problem, still there are some ways, keep your web.xml open in an editor and when ever you want some changes to either jsps or java classes to persist, just make some dummy changes to web.xml and save it. That would redeploy the module you are working on and it will be quicker. Some other ways are there making use of some third-party plug-ins. But that wont be upto your satisfaction.

Even in case of using customized IDEs like MyEclipse, Hot Deployment will never be perfect. For ex., when you make changes to Singleton classes, the server will need to be restarted. If your application has too many singletons like Struts Action classes and Form classes, you will endup with several restarts.
