Hyderabad Slum Population Increases By Astounding 264%

One in three people in Hyderabad is a slum dweller, reveals the latest census data.

The [url="http://timesofindia.indiatimes.com/topic/Census-2011-data"]Census 2011 data[/url] which is yet to be released, speaks of an astounding 264% increase in [url="http://timesofindia.indiatimes.com/topic/slum-population"]slum population[/url] in and around Hyderabad. The municipality area now has 5.07 lakh [url="http://timesofindia.indiatimes.com/topic/slum-households"]slum households[/url] with 22.7 lakh dwellers.

Experts attribute the high slum concentration to increasing rural to urban migration and lack of effective urban planning, which has seen rise of slums alongside swanky malls and high rises in the past decade.

Surprisingly, Secunderabad cantonment area too witnessed a whopping 139% rise in slum population. While Visakhapatnam saw a 352% rise in urban slums since 2001, Vijayawada has seen a 71% increase in slum population. Ongole, a contender for divided AP's capital, saw its slum population increase by a dizzying 3,000%!

Experts peg the increase to migration propelled by rapid urbanization from backward regions, but cities are not welcoming as housing options available to the poor are well-below recognized benchmarks, categorized as 'slums'. They add that for Hyderabad and Visakhpatnam, expansion of municipality areas by merger of surrounding municipalities and gram panchayats is one of the reasons for the increase.

Ananth Maringanti, urban geographer from Hyderabad Urban Lab said "It is unnatural for normal urban population growth to fuel this kind of increase in slum population. Rural to urban migration is driving the increase"

Standing out in the data is the growth of slum population in Secunderabad Cantonment area. According to Maheep Singh Thapar, an urban planner, the cantonment board's relatively high living standards provides opportunities for the poor to eke out a living. "Notified slums in cantonment area have existed for a long time now. Migration to these slums is indicative of the availability of work there," he says.

However the phenomenal growth of 139% shatters the notion of regulated housing and the presence of army acting as a deterrent. While land under army occupation are not encroached, it is well-known that land administered by the cantonment board and privately owned land fall prey.

The data also showed 60 towns in the state with slum population exceeding 50% of the total population. About 36% of Andhra Pradesh's urban population lives in slums, which is an increase by 6% over 2001 figures, the figure shows.

Maringanti adds, "The increase in slum numbers shows the state of housing provisions for the poor. If the growth continues, it will lead us to a situation where a large section of the population will become development deprived."
