Siebel CRM is a prebuilt Application with more generalized CRM needs of an Organization.

So as and when the Organization requires changes or customization the developers use a Interactive Development Editor called Siebel Tools (like Eclipse for JAVA).

So in essence its not a tool or language. Its an application cum framework.
