The latest incident of Arabikalynam (elderly Arab men marrying Malayaii Muslim girls below the marriageable age by paying the parents), made headlines when the girl approached Child Welfare Committee complaining she had been forcibly married off by the orphanage authorities. The incident shocked all of Kerala, a state that boasts of a high literacy rate, and three of the accused were arrested immediately.
In Kerala, however, such stories of young Muslim girls being exploited and abandoned abound. In another such case, a Saudi Arabian national disappeared four days after marrying a girl from Nilambur on August 23. Both marriages were registered at mosques.
Though social activists and women’s groups are up in arms over this issue, political parties in the state are busy blaming each other. A recent circular issued by the social justice department governed by an Indian Union Muslim League (IUML) minister created much controversy. It directed local bodies to register marriages of Muslim girls above the age
of 16 and men who have not attained the age of 21. This implied that girls who are married off before 16 were outside the ambit of the law. Though the circular was revised following public outcry, many feel such half-hearted efforts by the government help such heinous practices thrive.
“It is the government which sets up the background for such incidents. By issuing such an order, it had set a precarious precedence,” CPI state secretary Pannian Raveendran told The Sunday Standard. The other Muslim outfits such as Popular Front of India and Sunni Jam-Iyyathul Ulema, have little to lose in the controversy as they are yet to find a foothold in mainstream politics. Popular Front, however, adopts a progressive stance. “The incident was an exploitation of a girl for money,” said its state president Ashraf Moulavi.
