Comparision With Bangalore In It Exports - Part Of Evolution ?

2004 IT Exports. Bangalore -- 11,000 crores, Hyderabad - 9000 crores. 2012 IT Exports. Bangalore 1,50,000 Crores, Hyd - 50,000 crores. If its just part of evolution and CBN did nothing about it, why come we are lagging behind Bangalore with such a long distance ?
