Why Us Government Going For A Shutdown?

both congress and senate are not deciding on what to do with Obama care.. both houses different parties majority... obamacare bill was sent to senate by congress like 30 times in this one year and the senate kept on rejecting it.... if nothing is achieved by sept 30, president has to use his veto power or something like that I guess.. without the decision on obamacare, the complete bill which consists of federal grants to all the departments and state departments will also be stalled..and without the senate approval, no department will be allocated any fresh money from October..thats the thing. I am not very much clear.. google for more info.
