The US will run out of borrowing authority on 17 October and will have about $30 billion in cash after that. The country would be unable to pay all of its bills, including benefits, salaries and interest, by end-October according to the Congressional Budget Office[/u][/b][color=#262626]. Obama said breaching the borrowing limit could disrupt capital markets, undermine international confidence in America, permanently increase US borrowing costs and pose the “significant risk of a very deep recession”. The US government partially shut down operations on 1 October forcing about 800,000 federal workers off the job, closing museums and national parks and suspending all but essential services after Republicans who control the House of Representatives refused to approve a budget, saying they would only do so if Obama’s healthcare reform law were delayed or stripped of funding. Obama and the Democrats have thus far refused, noting the law was passed in 2010, subsequently approved by the Supreme Court.
