Adoption for american visa is different and normal adoption is different. If you want to apply a US visa for them, you have to show that you were bearing all the expenses of that child for approximately 2 years and also you have to live with them in person for some x months of time (not sure exactly how much), provided they are below the age limit that US has. ( I think its 21 or 18, not sure which one). Then only they will consider that as Legal Adoption to apply for visa / GC / Citizenship etc.. Not just adopting will make him / her your child to apply for Visa..
