As per epic rama asked ravana to teach him his ways of rule and war... Ravana declined as rama was his direct opponent den rama requested him to make lashmana his deciple... This happened exactly the day before ravana samhara

From what I heard from Garikapati's...

After the war (and before the death of ravana), rama and lakshamana decided not to let ravana's wisdom vanish along with him. So they thought of learning it from him. 1st, Lakshmana "ordered" ravana to teach the stuff; but ravana declined bcoz of lakshman's arrogance. Then, rama "requested" ravana by standing at his feet like a real gurukul student who aspires to learn from his guru then, ravana agreed to teach... And he taught only to Rama;not to Lakshamana.
