If it is below $5k you can approach 'one main financial ' (citi financial) .The interest is high
For higher amounts you can approach 'prosper' or 'lending club'.The interest is Low..but you need to have good credit score
You can even contact your bank.

But most of them give only to US Permanent residents and citizens..you can lie .(but illegal and risky if they find out)

Babai, Personal loans antha easy gaa ivvaru..city and discover istharu but interest rate is allot. i recommend you get a good credit card so that u can balance transfer atleast..

northwest federal credit union lo try chey....u ll get it....but not 10k.....u can get around 5k...apply for 10k , and they will tell how much u r qualified...

better go with balance transfer... if u have good outstanding limit ... contact one of the banker request them to get an offer for balance transfer..
