6)Good profs communication. I mean its better to contacting top rated profs in his/her field of interest.

my suggestion is ask his/her to apply top rated MS program in the top rated  university where it has PhD program. That way he/she easily get into PhD program easily once he completed MS.

 

Then he/she knows PhD can be accomplished or not from MS experience.
