visa is just to enter usa ..but status is imp did she take opt i20 while traveling? she entered using h4 ? why not f1 !!!!!  new i94 may say h4 not f1 status i think so lets see if anyone knows

In US one person will be on only one visa status at any given point of time..As she entered on H4 means she is no longer on F1 visa ..She will be on H4 form now on because of her I94..

Her status is changed from F1 to H4. Her OPT validity is terminated. So she cannot use it. 

if you dont believe me, then ask her school DSO to see if they can access her SEVIS. If they can't access means her status is changed. That is as simple as that.
