And to make money from them. outside of that, they should be ruthlessly shut down. legalising or banning prostitution has disastrous consequences to women, in general. Germany and east european countries are prime examples for this.

India lo biggest problem.. local bodies (including city corporations) are under state/central govt influence, mostly because they can't raise enough revenue to be free from them, and also because a mayor is not elected directly by the people (except in TN) ee important distinction eppudu theluthundo.. appudu we'll have better cities, and laws with more clarity and implementation.
