Previous Employer Is Not Providing Detailed Experience Letter

I have worked in a company for 7 years from 2006 to 2012 .while leaving the company i got the experience letter with joining date, last working day and job title.But to file PERM i need experience with job duties and skill set. When i contacted HR department team they have asked me to get the approval from my project manager to issue the detailed experience letter. I don't have good terms with my manager so he is avoiding my calls and not providing the approval. What would be the next alternative? If i take the letter from co workers will it work? Please provide your suggestions.

some times coworkers letters work but some times it will not work, saw some case where 140 went for denial..
