The Group of Ministers (GoM) on bifurcation of Andhra Pradesh on Wednesday finalized its report, which includes a recommendation to bring the two Rayalaseema districts of Kurnool and Anantapur under Telangana. The GoM report as well as the draft state reorganization Bill will taken up on Thursday by the Cabinet, which will also take a final call on the Rayala-Telangana proposal.

"The GoM was constituted on October 3 and, as per the directive of the Cabinet, we have completed our work. The Cabinet will discuss the GoM's report tomorrow," Union home minister Sushilkumar Shinde, who chaired the GoM, said soon after the final meeting of the panel on Wednesday evening.

According to sources, though the GoM has put forward the option of including Kurnool and Anantapur in the boundaries of Telangana, it has left the final decision to the Cabinet. A senior minister said the reasoning behind the GoM's recommendation on Rayala-Telangana was the "wish expressed by around 180 panchayats across the two districts to be part of the Telangana state".

If the proposal is accepted, Andhra Pradesh would be divided equally and the two states would get 21 Lok Sabha seats each, 147 seats each in the assembly and 45 seats each in the legislative council.

However, the option has run into opposition from a section within the Congress, besides the Telangana Rashtriya Samiti (TRS) and the BJP.

The GoM has also recommended creation of an expert committee to examine the Hyderabad issue and decide the new capital of the residual state of Andhra Pradesh. There is some confusion over the administration of law and order and land in Hyderabad while it serves as a joint capital, with Seemandhra ministers demanding protection of lives and properties of people from the region settled in Hyderabad.

Sources told TOI that the water-sharing between Telangana and the residual state of Andhra Pradesh will be based on the models followed during the division of Madhya Pradesh and Chhattisgarh. "The water-sharing mechanism followed during the bifurcation of these states will be the guiding principle in the case of Andhra Pradesh," said a senior minister.

The GoM has also recommended providing special status to both the states under Article 371-D of the Constitution.

The final GoM meeting, chaired by Shinde, was attended by Union ministers A K Antony, P Chidambaram and M Veerappa Moily, among others. Once the Cabinet clears the GoM report and the draft Telangana Bill, the President will refer it to the Andhra Pradesh legislature for its comments. This process is likely to take over 20-40 days, indicating that the Bill may not come up in the winter session of Parliament.
