1. an individual came to US from India on B1 and converted to F1 then converted into H1 and never crossed the country. 

2. an individual came to US from India on H4 and converted to H1 and never crossed the country.  

 

my question is in either of above cases, Can the person must go to India for H1 stamping or any other country is fine?

MUST when he  leaves USA and re-enters. ee COS ontime chesunte he/she doesn't need to go for stamping as long as they have valid documents. like i20 or h1b i797
