He wanted to the british government to rule the country till self empowerment is acheived for the SC/ST. But gandhi disagreed with Ambedkar, and there is gandhi wave at that time and every one would say yes to gandhi. So the Labour party and people on gandhi side decided to give independence to India. Ambedkar said " Labour party is the Stupidest party in the British government". He had to fight with gandhi's and pro gandhi's to provide reservation to SC/ST's while writing the constitution.
