Yes, but it can interfere when the parliment is breaking the constitution laws, They will suggest the parliment about the constitution. that may take some time. But it all depends on our President Pranab. If he decides not to take legal advice then the Telangana will form before elections. If he takes legal advice then it will only form after elections.

 

P.S No one can stop formation of telangana, the point is whether it is before elections or after elections we have to wait and see.
